Birth record sought of Richard Francis COLLINS, born circa 1885 SOLVED

Richard Francis COLLINS married 17 Aug 1911 in Newton, MA, USA with Mary Ann Duffin. His marriage certificate states that he was born 13 Nov 1885 in Tipperary. His parents were William Collins and Mary Macksey. (His draft for the US Army says he was born 1, rather than 13, Nov 1885.)

I found him with his parents in the 1901 census, living in Douglas, Cork. The census also says that he and his parents and siblings were all born in Tipperary. However, I have been unable to find his birth record. Any help in finding this is very welcome.

Richard was born on the 18th October 1882 in Tipperary, you can view the Birth Certificate on line at:

Was it common for immigrants to the USA to lie about their data of birth, or was this genuine ignorance?

People often weren't sure when they were born, it's not unusual to be out by a few years.
Brother Denis was born 1871
