in the Westminster rate book their is the heading "Inhabitant occupiers of dwelling house in hereditaments (for registration purposes)".
What does this mean please?

I think it means a tenant but who is registered to vote under the Registration Acts.  You see the owner's name is also listed and he/she is responsible for paying the rates.
Bazalgette, but mainly not FH information.
