Translation from Latin? in 1723 document

Is there a Latin scholar out there that can translate the attached document please? I beleive that it is a will or inventory.

Can't read Latin at all, but, I don't suppose it could be a promise/licence to marry could it?

No, it is something to do with a will/inventory. The rest of the document is in English but that is very hard to read as well, to an untrained eye. I was hoping to get the top part sorted first and then intended asking for help on the 'English' part. The second part starts: The Condicor of this Obligarow ? which I take to mean Codicil.

It's the grant of administration, the deceased having died intestate, or the will being incorrectly made. The names at the top are entering into a bond (a promise of payment of a fine) if they do not carry out the terms of the letters of administration (usually referred to as an "admon"). This usually meant providing the court with an inventory of the deceased's estate within a year. The names of the individuals at the top of the latin part are usually the person likely to inherit, such as a child or widow and another who was most likely someone willing to settle the bond if its conditions aren't met

I should have said the parties to the bond are Ellen Brett of Bickley, widow and Hugh Brett of B.....? yeoman. I can't read the county, but I'm sure you will know that already,
