Can't offer an expert opinion but this may get noticed by those who can, amongst the recent flood of new posts. My (uneducated) guess would be 1890s but others will know better. Cheers, Peter.

Pre WW1 certainly but nearer to 1910-12 by he design of bicycle in the foreground.
