This would be Elizabeth in 1940 census. Her SSDI record references her SS number was issued in Connecticut. Her sister Johanna was also in  Fairfield County, Connecticut in the 1930 census.

I think this is Elizabeth's husband Thomas Mccartney in the 1940 census. He is listed as married. It appears he is a chauffeur for a private estate.   In his WWII Draft registration in 1942 he list his mailing address as Port Chester, NY. DOB matches SSDI.

In his WWII Draft registration in 1942 he list his mailing address as Port Chester, NY.

The mailing address on the card is East Port Chester, Connecticut.  This town no longer exists, but it was made up of what is now the Byram section of Greenwich.

Thomas McCartney's declaration of intention from 1933 says he married his wife Lizzie on 12 Feb. 1927 in New York, NY and they were residing in East Port Chester, Connecticut.  They had 2 daughters listed who were born in 1928 and 1931.  It says Lizzie was born Peterhead on 12 Apr. 1902 and came to New York on 3 Sep. 1923.  It said that Thomas came to New York on the SS Columbia on 9 Nov. 1920 and declared his intention to naturalize on 2 Jun. 1923 at Lewiston, Illinois in the Circuit Ct. of Fulton Co. 

In his petition for naturalization from 1940, he has 4 children mentioned.  Two were born in Illinois before Lizzie's arrival, so I'm guessing there were not hers.
