Going by the maiden names for the four Davids in Wolverhampton there appears to be just two possible marriages for Thomas Jones with those maiden names.

Thomas Jones to a Mary Pritchard MQ 1839 Walsall 17 217

Thomas Jones to a Martha Whatton on 13th November 1825 in Wolverhampton, Staffs.

So on the face of it that could be one of two possible births:-

JONES, DAVID       PRITCHARD     
GRO Reference: 1843  S Quarter in WOLVERHAMPTON AND SEISDON  Volume 17  Page 278

JONES, DAVID       WHATTON     
GRO Reference: 1843  D Quarter in WOLVERHAMPTON AND SEISDON  Volume 17  Page 297

England: Devon, London, New Zealand
Holdway: Wiltshire
Hooper: Bristol, Somerset
Knowling: Devon, London
Southcott: Devon, China
Strong: Wiltshire
Watson: Cambridgeshire
White: Bristol
Windo - Gloucestershire, Somerset, Wiltshire

Another coincidence?

Looking at the family of Thomas Jones which I previously identified in Wolverhampton in 1841,with a David given born 1839,I noticed there was a Phoebe given born 1836.As a relatively uncommon name I took a gamble and looked at the GRO index for 1837,the start year.There was only one hit,mmn Saunders in Abergavenny district.I then used Saunders as the mmn for David Jones,born 1839 +/-2,and got one hit for 1840 in Merthyr Tydfil Union.

While I can find other Phoebe Jones born 1836 +/-2 in the 1841 census,I can't find another one with a David Jones 1839 +/-2 in the family.

What could be the fatal flaw in my argument - the father Thomas Jones is given as born 1797,whereas
John Jones,uncle,is given born 1826.Could they really be brothers?
In the 1841 census for Thomas there is a William Jones born 1771 who could be the father of Thomas and would be 55 in 1826.

The Bedwellty parish registers transcriptions beyond 1837 are on FreeReg.I can't see a David Jones,father Thomas,between 1837 and 1843.It doesn't look as if the equivalent Merthyr Tydfil or Abergaveny records are transcribed.

The 1851 census that you mention has Thomas as an engine driver.  An iron roller is someone who worked a machine that rolled iron to form and shape it.  To my mind a quite different occupation from engine driver. 

Have you located Thomas in the 1861 census to see if his occupation is iron roller?

It is possible though that Thomas was a Stationary Engine Driver, i.e. working/driving the machines that rolled the iron, so I wouldn't necessarily discount him on that basis.

I have looked at that family again.There looks to be an identical family,including the son David and daughter Emma,but with the head of household now a James(same age,still an engine driver in iron works) in the 1871 census at:-

I've now found the baptisms of Phoebe and David,children of Thomas(puddler) and Ann(e) n FreeReg
under St Lawrence,Darlaston.
