Sir Ford North did have a wife Elizabeth of that age, born Everton, and she is not with him at home in Paddington in the 1871 census.

I now find that Ford's wife Elizabeth was a sister of Adah Mann, and think that the enumerator in that 1871 census had a few details adrift, especially Elizabeth's status.

He was also the underwriter for a short-lived marine insurance company in Liverpool.

Just a possibility - a report of the arrest of a broker named Henry North in an unregulated "bucket shop" in New York in 1890:  http://query.nytimes.com/mem/archive-free/pdf?res=9F04E3DD153BE533A25754C0A9659C94619ED7CF

That seems highly probable, given his past history.  Your detective skills are awesome!

As a postscript to that 1890 case, other papers report that he had "nothing to say" to the judge and was fined $5.
