1824 diary extract. Author unknown. In quarantine, Livorno (p19)

I am transcribing an old diary from 1824. I am struggling with some words, and would be very grateful for any help with the bracketed words please.
The author has been put into quarantine on arrival in Livorno and is not happy:

"...interference of the Grand Duke and his harpies in office. I resolved not to play any [mese] de garde but apply instantly to the British Consul [and his emissary] to write by first post to London for the needful.
Tuesday. Arose at ½ past 7. At 8 the Doctor came along side and all hands were arranged like so many felons to be gazed at by he and 12 others in his state barge [counting] [over] [ste ho] in the Bill of Health he moving..."

I think the words after "Consul" are "tis [it is] necessary".  The image you posted doesn't show the last highlighted words.

I read it as ... & if necessary.

I think the first phrase queried could be... mise de garde.

Here's the continuation. As before, I've marked problem words in red...

...asked one of the guardianos if all were well and he answering [Pooti Pooti], he politely bowed and moved off, upon which a band of 8 fiddlers struck up a lively air by way of congratulating us upon our release from imprisonment. The guardianos dows’d their belts [tuef] ½ a dollar to drink our healths left us. Thus ended (the farce of) our illegal imprisonment of 10 days called a Quarantine of Observation!! Not a question put to one of us much less strictly [Eq.d] our [pulsation] [Eq’d.s].

This is certainly a tough one, and you have already made great progress.  The only additional one I can offer is that where you have "moving", the word should be "merely" (...he merely asked...)

Also, I think the word "arranged" should be "arraigned" (although misspelled).

Hi Steve, "merely" makes a lot more sense than "moving", and "arraigned" fits also, given the context.
I thought originally that the sentence continued with the guardiano answering "Pooh Pooh", but the last character in both is dotted like an "i". Pooti Pooti? Pooli Pooli? Neither makes much sense.
