Restore of Grandfathers Picture

Hi,
I would be very grateful if someone could restore my Grandfathers WW1 photo.  He was a 2nd LT in the Royal Scots. Unfortunately this is the only clear picture I have of him.
Any help would be very much appreciated.

Thank you Handpandy and Mike for your restores very much appreciated. I thought it would be a challenging one to do.  Unfortunately it is only one of two photo's I have of him and this is the better one.
