I have also had my DNA done through both Ancestry and 23&Me, and both parents done on Ancestry, and can find no Noble or Cameron matches.

There also seems to be a lot of close-ish DNA matches that I can not place on my mother's side, which I assume comes from her mother's (Daisy Edna & Maggie) side, since I know so much on my maternal grandfather's side.

Sara you might to have this moved to the Canadian Forum.  There are people there who can do seemingly magic in finding BMD's, they also have access to the Toronto papers. 

You could try the immigration/emigration records to see when she might arrived and if she left to return home.  I don't have access to these.

I also revisited the Census there are a couple in the 1911 and 1921 that might be her. You can access the originals for free https://www.bac-lac.gc.ca/eng/census/Pages/census.aspx there are not that many for Ontario to browse through.

Probably way off,but there's a marriage June 1912 in Ontario for Henry George SMITH and Maggie NOBLE.
She gives her parents as Angus NOBLE and Annie ROSS. Looking them up on the 1901 Scotland census in Nairn,there's no Maggie NOBLE with them but there is a Margaret CAMERON born ~1888 Rafford,Elginshire.

Probably way off,but there's a marriage June 1912 in Ontario for Henry George SMITH and Maggie NOBLE.
She gives her parents as Angus NOBLE and Annie ROSS. Looking them up on the 1901 Scotland census in Nairn,there's no Maggie NOBLE with them but there is a Margaret CAMERON born ~1888 Rafford,Elginshire.
