Ration books and serving soldiers

I cannot find out if serving soldiers/sailors/airmen were issued with Ration books during WW2 and if so, how they compared to civilian ration books. Can anyone advise me please?

Also, was the purchase of jewellery (particularly engagement, wedding and signet rings) restricted? Did they need to use coupons?
