WWI medals

Hi

I have a chap who served in WWI, but his records didn't survive, except the Medal Card and Medal Roll entries.

The Medal Card shows he was awarded the British and Victory Medals, but there's no mention of the 1914 or 1914-15 Star.

I see from the Government/MoD website that the Victory Medal was "awarded to all personnel who receive the 1914 or 1914-15 stars.

So does that mean that after a certain date the 1914-15 Star ceased to be issued?  If so, do we know when, please?

So would I be correct in concluding that my soldier didn't meet the service date requirements (i.e. any theatre of war against Germany between 5.8.14 and 31.12.15) for the 1914-15 Star?
