There are several possibilities on the  QSA medal roll. We have no way of knowing in which Corps or Regiment he served in the Boer War, I would think he re-enlisted for WW1, he has no rank or badges, so unlikely to be a regular. I would guess he was born sometime around 1875-1880.

Jebber is correct of course. The woman is dressed typically late war 1916-18.
His cap badge is a bit fuzzy but could be Royal Engineers.

Stephen was born in 1875
And Alfred was born in 1877.

Stephen would have been 39 when war was declared & Alfred 37. There were men of this age who served but they wouldn't have been put at the front of the queue, the Army preferring younger men.
It's possible one or both served but on home service & therefore wouldn't qualify for medals.
Ideally if there are no other candidates within the extended family you may need to find the 1918/19 Absent Voter's list for where they were living at the time as this lists all men of voting age serving in the armed forces.
I'm also coming round the opinion that's he's not RE although the badge is very similar.
It may be Mddx. Regt. What looks like a crown may be a Fleur-de-Lis.

They did have another brother (Henry John Browning) who was born in 1883 other than that I have no other men that fit the bill, they are either too old or far too young.
