1939 register - 'see page 20'

I have been looking through a village page by page on the 1939, a number of women and young ladies have a note in red by their name (some also have a red line through their entire entry although it is still legible), the note reads 'see page 20', when I get to page 20 (the end of the village), most of the entries are 'this record is officially closed'. Only a few entries on page 20 are open, one of which is exactly the same as the first time that name appears, with a page number referring back to their original place, eg. see page 10.
They appear to either be women who were domestics or unpaid at home single women.

Does anyone know why these women appear twice, once in their household location (street by street) and then picked out and listed at the end?

They are 'continuation entries' Section 7 of the guide explains it:
