There is a tree in ancestry with your great grandfather in it, and this information regarding the 1871 census and other birth:

(agrees with daisypetal, but suggests Emma is a relative not Cordelia, however the 2 boys are 'sons')

'Possibly Frederick with his brother, Thomas, being looked after by a relative (Emma Martin) .Only 2 months later, their mother, Cordelia, gave birth to Harry at number 30 Upper Tachbrook St, probably this house or next door. The Census is damaged.

    Yes sorry that is the one in Cardiff and father is Thomas and mother Cordelia formerly West.
    That census is exactly where the family used to live. Pimlico. But where's Cordelia? Emma fits age wise with the aunt of Frederick's future wife, also Emma, but obviously not a Martin. But she also lived in this small area. His wife's father was Reuben Wilkins who also lived in a room at the same address at one point. Did Cordelia go off and come back in 1881 after her husband's death?
    By the way Thomas George is Cordelia's husband and also their son.
    The mystery seems to get deeper!
    Would house painter be a fall back job do you think?
    Hope this sparks some new thoughts. Just seen about Harry. Was she still married to Thomas or was he already dead? He appears on Frederick's marriage certificate as deceased and later on Cordelia's death certificate.

Cordelia was baptised without the middle name of Amelia,

Cordelia WEST
12 May 1833
East Grinstead, Sussex, England
Parents:  James & Fanny WEST

The name Amelia only seems to appear on her death certificate. I wonder if she just took it on in memory of her daughter Jane Amelia who died in 1859 aged 4.

Emma can be used as a shortened version of Amelia so I wouldn't discount the thought that Emma is Cordelia.
