As Sandra mentioned above, Pennsylvania didn't require vital registration until 1906, so a birth record may not exist for Lillian and Winifred. 

The Pennsylvania death certificates available online only go up to 1964, so anything more recent would have to be ordered from the state.  http://www.health.pa.gov/MyRecords/Certificates/DeathCertificates/Pages/default.aspx#.Weku-KPD-Uk  Parents' names may also be available on marriage records, so if you have an idea of when/where Winifred and/or Lillian married, that may be another option.

There was a death record for a Mary Fox that I just realized may be the one.  Mary Fox who died 1 Mar. 1927 in Philadelphia General Hospital.  It says she was widowed and her husband was James Fox.  The date of birth was originally written as Oct. 23, 1856, which is pretty close to the date on the 1900 census, and then the year was crossed out and 1864 was written in.  It says she was a laundress at Philadelphia General Hospital.  Born Ireland to Michael Hayes and Annie Robinson, both born Ireland.  She died of chronic alcoholism, which might account for her daughters winding up in an orphanage.  She was buried in Holy Cross Cemetery.  The informant was listed as J.F. McGillan (who was the undertaker) for Mrs. Charles Freund, 11413 Florian Ave., Cleveland, Ohio.  The next page has an affidavit from the undertaker about the age being incorrectly stated by the informant.

Looking for a Mrs. Charles Freund in Cleveland, I found this obituary for a Mary Freund in the Cleveland necrology file.  https://cpl.org/newsindex/showrecord/?record=506689&type=necrology&searchType=necrology  Is her sister Mrs. Markham in Philadelphia your Winifred?  If so, she would be the younger sister Mary that you heard about.

Looking at marriage records for Charles Freund and Mary, one lists her name as Mary Fox Hayes - https://www.familysearch.org/ark:/61903/1:1:XDGH-X3P  And another lists her as Mary A. Hayes, daughter of Walter Hayes and Mary Robinson, born Philadelphia, PA - https://www.familysearch.org/ark:/61903/1:1:2Q74-P4Q

Definitely something confusing going on here.  Maybe they were her adoptive parents?

Great discoveries.  So Mary was an older sister rather than a younger sister. Mary born about 1890 and passed away 1958 - husband Charles Freund passed away in 1966.

Food for thought - Different spelling. Could this be a sister of Mary Robinson Fox born 1859 or 1864 - or just a coincidence with the names similar. Not quite the same as Michael Hayes and Annie Robinson -
Hannah Allen - born 18 th August 1859 England. Fathers Name William Heys and Mother Mary Roberson (as transcribed) -  PA - Hannah Nee Robinson Allen passed away  - 6 September 1909.
Burial 9 September 1909 - Greenwood Cemetery PA.  K of P
Hannah nee Robinson Allen resided 2012 Trenton Avenue. Philadelphia.

Did take a look at a Michael Hayes with a daughter Mary born 1864 and a John Fox as a boarder.

1880 census - Shilds Court Betuea 70 Ons & Second Street Philadelphia Pennsylvania

John Fox Boarder - aged 20 years - works in factory.

However the death cert for David Hayes - 15 January 1923 - gave father Michael Hayes but mother as Mary Ahern.
