This looks like it may be his marriage in Illinois :

https://www.familysearch.org/ark:/61903/1:1:N76Z-WXD

Frederick C Scagell and Julia Haunost 6 Jun 1913

and a son , Robert Louis Scagell :

Edit : The New York passenger list says he's going to Chicago, Illinois so the above looks a good fit.

There's an entry in the Illinois Probate records which states Frederick C Scagell died intestate on or around 29 May 1916.

1913 Chicago city directory
Scagell, Fred, insurance agent, home 4020 W. 25th
Scagell, Miss Kate, bookkeeper, home 4020 W. 25th

This was the same address that the 2nd page of the passenger list said he was going to.  The person he was going to join was his sister, whose name looks like Mrs. McCahill.

This appears to be the burial of Frederick's sister Kate - https://www.findagrave.com/cgi-bin/fg.cgi?page=gr&GRid=8007749&ref=acom

I found a Social Security application for her:  Kate Margaret Scagell, born 29 Oct 1874 in Devon, UK to Jabez C. Scagell & Louise Yelland.

There is a Robert Scagell buried in the same cemetery that may be Frederick's son - https://www.findagrave.com/cgi-bin/fg.cgi?page=gr&GSln=Scagell&GSiman=1&GSst=6&GRid=85936809&

This looks like Kate with the Mccahill sister in 1910 - https://www.familysearch.org/ark:/61903/1:1:MK8K-VPF

In 1920:  https://www.familysearch.org/ark:/61903/1:1:MJ7B-75M

In 1930 in California:  https://www.familysearch.org/ark:/61903/1:1:XCJR-GY6

On California death index - https://www.familysearch.org/ark:/61903/1:1:VPDL-CQP

Robert on California death index, and it fits with Frederick's son being born in Illinois - https://www.familysearch.org/ark:/61903/1:1:VGT4-ZFM

I found a funeral notice for Robert in the Los Angeles Times, but it didn't give any personal detail.  There was a death notice for Kate M. Scagell in the Los Angeles Times.  It says she was the beloved aunt of Robert L. Scagell and a Scagell niece (I will PM you the name).
