Guardian house?

Can anyone help me to understand what a guardian house was in the 1800s? I've found an entry for a 15-year-old girl as an "inmate" in one in Bristol on the 1851 census, and it appears that all of the other inmates were teenage girls as well. It would be nice to know whether her presence here is any sort of evidence whether her parents were still living or not.

The Guardian House, Upper Maudlin Street, Bristol, was for the benefit of young girls of good character,and in destitute circumstances, who were trained for domestic service.
