I thought perhaps she may have left the boys with a close relative, just to check out their intended relocation place, but now looking at possibly all of the facts, it does seem likely that Nellie and the boys only sailed in 1911.

blacksmithy, I would also suggest that look for obituaries for your Purse family.  You know many of their death dates.  Obits might help you to sort out descendants etc.

Thank you so much for your team effort.  So pleased to have the time of the immigration from Scotland confirmed as 1911.  I fell in to the trap of Nettie not Nellie.  I also thought maybe James had gone to sort the place before the children arrived!  Problem solved. 
The BC archives have been great and added more to my family tree.   I had tried them yesterday but couldn't seem to get in to them.

One more question raised however is who Nora Magdalene Hearne who is written on James death cert in 1965.  I have not been able to tie her in to the family.  I have found a marriage record for her in December 1907 to Allan Bye at Owen Sounds.  I have not found a death cert for him, so wonder if she really is James wife??  Any thoughts would be appreciated.
