So, in 1881 Eugene is a 19 year old scholar living in Croydon  with his sister and her husband, surnamed Frogas.

Louis Eugene is born early 1889

Eugene and Florence marry in Lambeth late 1889 and then again in Paris in 1890.

As there are no other UK entries locatable for these three then it would seem they either stayed in France or emigrated elsewhere.
