Penarth Cement works

The photo was in an album that I found in the local records office and contained photos of the cement works I was researching and included this one of Mr Coopers family. Written in ink on the photo are the words "misses Coopers and brother 1913"
Thanks for the info on Walters brother and it could be the two unknown children in the photo are Gerald Coopers children and were visiting?
One other clue I have is that two steam locomotives working at the cement works were names Annie and Doris after his daughters. Perhaps therefore he only had two daughters??
