Hartlepool- How do I find previous property owners?

Hi there,
I am trying to find out some history of owners regarding a property to confirm a story. My nana said her uncle
Mr Fordy CE Scott (1901-1944) possibly owned the house but after he died his spouse was unable to sell the property(not sure why) and that it was left to the state. it is now a hostel for ex offenders.

Just wondered if anyone could help at all?
The property is called

Scott Grange
 
Address
92-96 Grange Road ,Hartlepool, Durham,  TS26 8JQ

He may have rented the house in which case he could not leave it to anybody.  As his widow - his wife possibly retained some right to continue to live there after his death.

Was he at that address on the 1939 register?  92-96 does not appear to be a single dwelling

Not necessarily ownership but houses can be traced by residents (of voting age) with the Electoral Rolls.

In case it is relevant, it looks as though his wife may have remarried in 1956 to a Mr Swan.  She died in 1989 probate index states estate 'not exceeding £70,000'

Mr Scott was not living at 92-96 in 1939, although he was living in Grange Road.

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

You can ask the Land Registry for a copy of the deeds

Mr Scott was not living at 92-96 in 1939, although he was living in Grange Road.
