What a wealth of information you have all given me.
It does look as though I will need to contact the Bristol Record Office and see if they have a copy of the marriage. (I am assuming that it is not available on Ancestry or FindMyPast, or one of you would have said so).
I suppose Rees was in Bristol learning to be a tailor. None of your suggested fathers was a tailor.
I am worried about where he says he was born. In 1861 and 1861 it is Carmathen. In 1871 it is Caernarvonshire. (I can only see the transcripts, not the originals on FamilySearch).
And as an extra, the information about the Walley family. Although they were all born in Chelsea they mostly all ended up in Monmouthshire.

In 1871 it is Caernarvonshire. (I can only see the transcripts, not the originals on FamilySearch).

I've looked at the 1871 and it is as shown below - Carnarvon Sh.  However, this is only what the enumerator thought was written on the form that Rees would have filled in. The enumerator would transcribe what he thought it was on in his book.  Given that the previous 3 censuses give Carmarthen/shire. I think that is most likely. I have checked Caernarfonshire baptisms 1805 +/- 5 and none are coming up. He might have been baptised non-con but I think the the info points to Carmarthenshire.

I have now received the marriage record for Rees Thomas and Frances Walley.
I recognize one witness - Ann Walley - the younger sister of Frances.
I do not know the other name and actually cannot decipher it.
I am asking for help on the Handwriting Deciphering and Recognition Board.

and lists him on the 1841 and 1851 census in Bristol

I searched for "walley", limiting search to The Monmouthshire Merlin. There's a 25 July 1862 obit. for a Thomas Walley

David Roberts has some positives
1. He was an accountant and so was Frances' father Thomas Walley
2. He is from Middlesex, and so was this particular Walley family

Negatives
1. I can not tie him into either the Walley or Thomas family - at the moment.

I shall let this suggestion simmer for a while

Hello hanes teulu,

I really will have to investigate this William Walley who drowned in Cape Town. The father described fits in with my Thomas Walley who was an accountant in Newport.

Some 30 years ago an elderly distant cousin, who is a descendant of, and actually knew Dinah Thomas, a daughter of the couple in the original question, told me that Dinah had brothers who were (sea going) captains. I dismissed this idea as the Thomas children were into mining, and perhaps were "captains" in a tin/coal mine. 
But perhaps listening to her great grandmother talk about her family she missed the odd detail - such as was it Walley's or Thomas's she was talking about. And it was not brothers but uncles.
Or, even more shattering, it could have been my own stupidity that missed the clues.
So I am now off to look for Walley's at sea.
