Card stock does have a 1920s-30s look. I've seen coats like that on children in 1930s pics but can't find with velvet collar. I had one (or two !) like that in late 1940s but this does look earlier.

Any chance of a bigger scan of the part  with the motif on.

Clothes were often cut down for children, or the material of the grown up old clothes was unpicked and used. Could be the reason for the velvet collar. If that is a boy it could have been made for his sister earlier. Money was not that plentiful for many people and the skill of sewing was so important. Children's clothes were handed down to younger children. I had thought the coat was hand made. If in the 40's then clothes rationing was a factor. That card stock though makes 40's a puzzle.

It looks like 1920s to me, Christian.

However, I've recently seen something similar and found from n/p reports  that the original photographer, whose name was on the outer cover, had gone bankrupt and sold his stock and the photograph had the name of the photographer who'd bought  the stock embossed on it - makes for difficult dating!

I agree with Carol . It looks 40's and the coat looks handmade , probably a hand me down taken up to fit.
Are the sleeves different colours ?
