 we are trying to find a marriage of william smith born 1806 in haddingfield and mary  ossibley mary cutlowe  but we feel the name may be have misread
and the birth of either of them   
census says she was born in beccles around the same time

You'll need to ask a moderator to move this to the Suffolk board as you've posted it on the Leicestershire board.

William's birthplace shown as Shaddingfield (not Haddingfield) on Ancestry and should in fact be Shadingfield.

Baptisms for Shadingfield before 1813 do not appear to be available online (apart from some very early ones) - a John and Susanna baptised a Hannah in 1813 and a Mary in 1814 so these may possibly be his parents.   John bc.1779 and Susanna bc.1777 were both buried at Shadingfield in 1862 and 1865 respectively.

Mary, I think, must be the Mary Cutlove b.2/3/1806, bp.April 1807 at Beccles Independent, dau. of John and Sarah.
