License to Travel beyond the Seas 1620 England

Hi,
It was necessary to obtain a "License to Travel beyond the Seas" in order to leave on a ship from the Port of London to go to America in the early 1600's
Is there a source of information on what these documents contained? I understand that applicants were required to swear an oath of allegiance to the King, and that these licenses were hard to get.
I found a record of an Alexander Maddox age 22 who was on a list of soldiers set to disembark from London for Holland in 1634 but there is another record of Alexander Maddox age 22 who embarked on the "Abraham" for Virginia in 1635.
Was there a loophole in the Licensing process where a person could get documents to leave for Europe as a soldier, then pay to get out of the military commitment, and use the License to go to America?
Also, were these licenses only enforced in London? There were many (including "The Pilgrim Fathers" who left from Bristol, Plymouth etc...
