Hailsham Union Question

Hi all,
I have found a relative of a friend who's birth record is down as "Hailsham Union" as their district. I can only find records of Hailsham Union as a workhouse. is this correct, if someone's birth district is Hailsham Union, does that mean they were born in the workhouse or born to parents who were in the workhouse?

When Registration Districts were founded, for the 1837 onset of Civil Registration, they were based on the existing Poor Law Unions - or at least covered the same areas.

Many Registration Districts retained the word "Union" in their title.
