It would appear so Wendy.  Norman and a female [still living] are enrolled to vote living at Condamine Street, Ungarie, the same address as Margaret Ross in 1977.  Street numbers are usually not noted in rural towns in that era so they may not have been living at the same location.

There may be a forum member who can check if there are headstones.
