"found and returned" - to whom?

I've been taking advantage of the free weekend of military records on Ancestry and come across these medal card entries, which relate to a couple of WWI medals awarded to a direct ancestor.

Is consensus that the medals were found and returned to the War Office/MoD, or found and returned to the original recipient?  If the former then I intend to try to obtain them by following MJW's very useful instructions here http://www.rootschat.com/forum/index.php?topic=741752.0

Yes I agree it was 1 X Victory medal with an oak leaf (emblem) so he must have a mention in dispatches returned in 1931.
