The Charles De Villiers you mention in the 1911 Electoral Roll could in fact be Louis Valentine De Villiers. I have not been able to find other records of Charles De Villiers and in a later 1911 Supplementary Electoral Roll Louis Valentine De Villiers is recorded in a similar area.
Unfortunately, his Marriage Certificate does not give any details of his parents.
A later notice in the Newspaper (NZ) Reads As Follows;
1916. 12 July. Marriage.
De Villiers-Jeffery, on May 31, at St John's Church, Rangiora, by Chaplin-Colonel F.P Fendall,
Evelyn, only daughter of S.J Jeffery, Southbrook, to
Louis Valentine DeVilliers (N.Z.E.F), only son of the late Lord DeVilliers, Wynberg, South Africa.
(The Sun. 12 July 1916).
The facts about his parentage should be taken with a great dose of salt!!

Thank you, I think you are on to the right person here as only yesterday I found another reference to a C W De Villiers, Deputy of the Ministry of Justice in the Orange Free State, South Africa, Attorney Generals Office, Victoria, (1912).
Now all I have to do is follow up on Charles William De Villiers and see what turns up.
