Please could anyone tell me what is written under the occupation, also does anyone know what the writing means at the far right of this document.

He is working at a locomotive works; can't work out his job.  On the right...ARP Warden.

Second part is Slag man. Can't see the top of the first word so could be Toll man.
Bell, Salter, Street - Devon, Middlesbrough.

Soil and slagman, Google shows it is  something to do with the composition of the soil can cause landslides.

As Nanny Jan has already pointed out, the writing on the right is ARP Warden (Air Raid Precautions) and the words after it (which I can't read) are likely to be where he patrolled.  Some info on the role of an ARP Warden here

After ARP Warden, it looks to me like "N-le-W". Newton-le-Willows?
