Just so others can see, the naturalization index entry is here - https://www.familysearch.org/ark:/61903/3:1:3QS7-8937-6DHQ?i=2878&cc=2043782  It's a handwritten index, and the date would have been based on what he told them (I don't think they started checking passenger lists to verify the information until the 20th century), so I wouldn't be surprised if there was an error in the arrival date.

You could try going through the city directories from that era and see if he turns up.  https://digitalcollections.nypl.org/collections/new-york-city-directories#/?tab=about&scroll=40

There is a 27 Oct 1892 New York marriage for a John James Allen, 28 born London to Rosalie Forsyth, 27 b County Cavan, Ireland.

Address for both: 23 W 40th St, NY.

Place of marriage: Rectory of St John Baptist, 263 Lexington Av.

After more delving, this one looks like a red herring.  In 1900 they are James and Rosely Allen; he is said to be born Apr 1866, immigrated 1899, alien (not naturalized), occupation gardener.

Is that a typo? If he emigrated 1899, he can't be the one married in 1892, NY.

Immigrated 1890 - been in USA 10 years -  - scan not to clear and could be mistaken for 1899
