deciphering census names

On the 1891 census for Risby Suffolk, under the Charles Sturman family, listed is a nephew, William Smith age 23, but on the 1881 there is a William Smith age 14 his surname is illegible. Can anyone decipher the surname please, trying to establish if they are the same person.

I think it says  William Sale, age 14, nephew, ag lab, b. Risby

The 1891 is on RG12/1448/111/11 and definitely Smith.. No sign of a William Sale in Risby on the 1891.

Thank you it is a mystery why surname is Smith on one and Sale on the other - any ideas?

William Sale 4 b Risby
Henry Sale 11 Months

Marriages Mar 1870   William Sale to Mary Ann Smith in Dec Qtr Thingoe 4a 605     So William was born before the marriage
