Grounds for Immigration Rejection

Good morning Chatters.

I have attached a portion of a 1928 Report of Admissions and Rejections at St Stephen New Brunswick. I am interested in the grounds for rejection and why there would be no appeal. On line 8 and below there appears to be a reference to the grounds for rejection without appeal.

What are the grounds cited?
What would have happened to a family for whom this was cited?
The nationality of this family is "claims to be Canadian".

I'm helping a friend with her research. Her grandmother was a "gypsy" according to the Immigration form and family lore and she is one of the people cited. My friend has always been told that her grandmother was born in Montreal in 1919.

Any insight would be invaluable to me. Thank you in advance.

It appears to be about the rejection of certain categories of workers. I think PC 183 refers to Order in Council PC 183 which was passed in 1923 and amended immigration legislation to refuse entry to industrial labourers. There is an explanation here :

The plot thickens.

I find the family entering Alaska in 1935. They have to pay a $300 refundable deposit and a $74 head tax. That record says that they are all born Quebec, but have an Ottawa issued Immigration VIN number issued in 1927.

I don't know what an Immigration VIN number is and wonder if it is what was issued in 1928 to enable the family to re-enter Canada (with the 1927 date in the Alaska Aliens document mis-stated by a year).

I'm traversing new research ground here too and hope to figure this out. Thanks again for your help.

If you have a read at http://ccrweb.ca/en/hundred-years-immigration-canada-1900-1999  it gives details of the Canadian Immigration laws over that period. As well as restricting entry it would appear that even those having achieved Immigration status could be stripped of their rights and faced deportation

I appreciate the follow-up.

All of the people in this family claim (on every other recird) to have been born in Quebec so it would have been their parents (who I surmise would have entered the country about 1880) who were the immigrants. It seems odd that the children & grandchildren born in the country would have their "immigration rights rescinded.

However, being gypsies, I suppose they could have been "unwanted" citizens.

Have you seen any indications of where I might find details of Immigration VIN numbers. This family travelled outside the country numerous times after the 1927 decline of entry. They always cited their Immigration VIN number with a note that it was issued in Ottawa. (Some records say it was issued 1927 & others 1928).

I'm hoping the application for that number may provide more family info.
