I don't know if this is your guy, but there is a Sylvester Perras of St. Louis Co., Minnesota who bought public land that was being sold in Minnesota in 1905.  https://glorecords.blm.gov/details/patent/default.aspx?accession=MN3160__.446&docClass=STA&sid=smad5240.wvr#patentDetailsTabIndex=0

There are various mentions of Sylvester Perras, mostly in legal notices, in the Virginia (St. Louis Co., Minnesota) Enterprise here - https://www.newspapers.com/search/#lnd=1&query=perras&offset=45&t=1791 and for free at https://chroniclingamerica.loc.gov/

In the 1895 Minnesota state census, there is a Sylvester Pares, age 7, born Canada, and a Minnie Pares, age 10, born Canada, both in Duluth, St. Louis Co.  It looks like they were in the Woman's and Children's Home.

There is a 1934 border crossing from Canada to the US that appears to be and says he was illiterate and he was born "(phonetic) Antanogan, Mich."  Perhaps that was meant to be Ontonagon, Michigan?

Looking at this border crossing, it says he was planning to visit for 2 months.  Since he doesn't seem to be showing up in US records for a while, maybe he was in Canada long-term?  On a 1945 Canada voters list, there is a Sylvester Perras, retired, Sioux Lookout, Ontario.
