The county it's in used to be known as Edinburghshire - in fact its formal name was County of Edinburgh until 1890, so that might be what's intended here. After that it was known as Midlothian.

Thanks all, I am inclined to agree with the suggestion that the C stands for County rather than City since East Calder to my eye appears to be well outside Edinburgh city limits.
