1901 census Form B.1 - column 18

This column says it requires the
"name of the landholder on whose holding the house is situated, whether that name appears in column 13 or not"

Could anyone tell me if I can assume that this means that the person named in column 18 'owned' the land/house rather than renting?

In theory yes, this would mean the occupier is the land holder but you always need to by wary, look at earlier pages a landlord may just be listed on the first of his properties.
In this case (1911)

look at number 20 Patrick Farrell could be taken as the owner but the owner is on the previous page

In this case Patrick Farrell isn't even the lease holder, the lease is held by Patrick's employer who later buys the property.

The Land War had ended by 1901 and a lot of people were now able to own property for the first time so in farming communities it would be important to them who was listed as land owner, this probably would not follow through into towns and cities.
These multiply family houses are clearly not owned by the occupiers but no landlord is listed

Thank you Sinann, the info is much appreciated.

I take your point about forms that have dittos or just an entry on the first line, but the one I am looking at is a single family home and has names in every row of col 18, some the same as the head of household, others different.
The entry I am interested in has the same name in both col 13 and col 18. The householder died in 1906 and the 1911 census form B.1 again has all the rows completed and his widow's name is on both so it looks like I can reasonably assume he/she were the owners.

Yes in that case I would say they are the  owners.
Have you looked for him in the will calendars?

If he did make a will it probably doesn't survive but the value of his estate would help indicate if he owned property or not.

I had looked and didn't find anything in the year he died. As I have a fair few people from this family to suss out I tried the National Archives site, starting with the first year they have images for and looking for anything likely.

I found the calendar entry for the admin of his estate in 1925, some 19 years after his death and 4 years before the death of his widow :-) Admin was granted to his daughter.

Looking through the calendars should keep me occupied for a good while!
