Like I said before, I think you need to get some certs. If you are sure she married a Wilcock in 1929 then get the marriage cert. If she was the daughter of George and Maria as  Willow 4873 and I found why is she not with them in a possible 1911 census, the death found by  rosie99 is a possibilty which I think is likely.

Other things are bothering me too. Dorothy had three children and yet only two are with her on the 1939 Census and the girls were twins.

I don't think this is the right 1939, like you say only 2 children and one of them may not be her child.

ADDED. I found the births of the twins but can't find a birth for their son. Your right one of the twins is missing

Found the birth for their son, the 1939 has his given names reversed or they are reversed on birth.
Found marriages for all 3.

I think you need to invest in the marriage certificate

Going through the process of elimination I'm pretty sure it's not this one as the birth is 16.9.1906.
The OP says the birth is 6.11.1906, the GRO has this one that I think is correct...

STANLEY, DOROTHY  MAUD      CLINTON      
GRO Reference: 1906  D Quarter in WALSALL  Volume 06B  Page 690 

This eliminates the fathers name as George so maybe her father is  Herbert Henry Stanley who married Ada Louisa Clinton in 1902.
I can't find Herbert Henry in the 1911 but there is Ada Stanley as a widow in Walsall as a visitor with the Street family. Dorothy is not there but maybe she is with her grandparents of another relative somewhere.
The plot thickens.

Although the 1911 says Ada Louisa Stanley(widow) was born 1876 Walsall, the GRO has no record but there is...

I agree with you rosie99, the Dorothy b Nov 1906 died 1907 but the Dorothy b 16 Sep 1906 is not on the GRO or anywhere else. The OP said that the mmn of Clinton was new to her so I think we are barking up the wrong tree here.
The marriage to Wilcock seems ok, I've got Herbert Wilcock b 1907, Buckley, thats where Dorothy and Herbert were living in 1939. I've also found the births and marriages of their 3 children. I think Dorothy was more likely to have been born in Flintshire although I have'nt found her yet. This is doing my head in but I'm not going to give up just yet. It would really help if the OP got the marriage cert that would probably solve every thing.
