Is there anyway I can find past occupants of a property at all? Lily and Robert lived in the same house in Redditch

As far I know for recent years it would mean ploughing through arcgived electoral rolls. Address search for censuses is available on findmypast.

She died in Redditch on the 5th August 2005 x

Have you obtained Lily's death certificate?  If not I suggest that you do so as it may be that the informant was the other son.

You say that Robert died in 1999 so it won't be him.
