Latin maybe/maybe not!

Having trouble with the first part of the second line of this piece of calligraphy. Latin or not?

Xenophon saith sleep not at any time Without repentance
  ?    ?      ?   me Guliel Fynney de Fynney Lane


He was William Fynney.
Do you think the horizontal line across the final ‘l’ in his name indicates the abbreviation for Gulielmus?

I’ve included the first part of the alphabet underneath to show the ‘G’ of Guliel.
He only does capital letters underneath - no lower case to try and compare those in the verse.

It's the standard opening phrase of a bond, or similar.

Is this sheet just a handwriting exemplar? If so, the next line down might show you a capital N, matching the start of line 2.

Here is the rest of the alphabet on that page - indeed, the first letter does look like the 'N'.

It is a whole Calligraphy book, with a page for each letter, and a verse of some sort.
It is just wonderful.
I don't have it - it is, quite unbelievably, at the William Andrews Clark Memorial Library at UCLA!
You never know what is going to turn up do you?
