I think the Andrew Barlow is her brother.

Looking on the 1901 census entry, there is something written in the column after the birthplace of Rhode Island and I cannot work out what it says.

Reading back the replies,

It was suggested in message two that Maggie Higgins mmn Barlow, born sept 1893 Stoke could be another child
But in 1911 free search it gives Henry b 1892 and Katherine b 1894 both in USA.  ??

Can the children be found arriving in England?

the Manion family arrive in Liverpool from Boston 2 Dec 1896 and consists of Margaret 25 widow, children John 7, Harry 5, Kate 3 & Francis 2.

 But this is a different family from the John Higgins born 1888 who may be enumerated as John Barlow in 1891.

In 1881 a possible Margaret Barlow aged 13, a potters assistant born Ireland, living at 24 Cross Hill Street, Burslem with mother Catherine and Brother James Barlow aged 21
In 1891 there is a James Barlow aged 30 , a lodger with John and Bridget Jenning at Bournes Bank, Burslem Cobridge.

There is a possible John Higgins aged 23 b Ireland ,living at 46 Well Street, Burslem relative of the head of household.

There is a Margaret Barlow born Ireland  -mother Catherine (Nee Hurley) in 1866

Although she would be 14 in the 1881 census and not 13 - although this could be an error

There was also a John born 1868

The family don't appear to be on the census in Ireland in 1901
