Women and the vote

Hi I wonder if anyone can help with a point on the vote for women. My understanding is that women got the vote in 1918. However I discovered a female ancestor in the Glasgow 1913 Register of Voters. How can this be? Thank you in advance.

The Municipal Franchise Act 1869  allowed single women who payed local rates on property they owned/occupied the vote
