Hi I am not sure if anything can be done with this photo it looks like he has been burned at the stake!   I am attaching another photo of his brother taken around the same time so you can see what the uniform is supposed to look like.
Thanks in advance for anyone who attempts this.

The other picture of Lar Loughlin just needs a tidy up please.
