Might it be worth asking your MP to take up the case? Sometimes it takes someone with that sort of clout to get things moving - though as Coroners are (I think) independent officers of the Crown, it might not be possible to get them to change their mind without something like a judicial review.

Have you tried the Missing People charity for advice? - see https://www.missingpeople.org.uk/

This must be a very difficult thing to have to deal with - I hope something can be done to help.

Thank you for your replies. I will contact my MP and see if they can help. I have attached the information Islington cemetery gave me with reference to the burial.
