I think you're right, shellyesq. Many thanks for finding her in 1940. Suppose she sometimes put Massachusetts for birthplace since the family moved back and forth between Boston and Nova Scotia.

1910 US census: Pueblo Ward 1, Pueblo, Colorado

Name:    Elizabeth Gardner, 19, b. Massachusetts, father & mother born same state.  Elizabeth was a boarder in household of R.D. Curd, 50, and Addie L. Curd, 48.

No occupation given for Elizabeth.  R.D Curd was a salesman, carriage works.
Petticrew, Pettigrew, Bedigrew, and all variants.

Many thanks for census details. Lizzie's now been found in all U.S. census records even though her birthplace varies between Nova Scotia and Massachusetts. The 1910 census fits with her arrival in Colorado in July 1907. For some reason, she never returned to the East Coast although there were many relatives she could have stayed with in both Boston and Canada.
Only other mystery is how on earth her sister went to Colorado in the first place but that's likely to remain a mystery.

Do you need Lucy's marriage date?

10/17/1905, in Denver CO.  Minister was W.B. Craig.

From:  Colorado, Statewide Marriage Index, 1900-1939.

Lucy wasn't listed in R.L. Polk & Co.'s Pueblo city directory, 1904-1905.
Sherman T. Cammack was listed there.

Lucy survived Sherman, right?  If so, his estate likely went to her, and then to her sister Elizabeth on her death?  Worth checking:

Thanks for looking further. I had date of Lucy's marriage but not sure what took her to Colorado (her mother died in 1890s and father dead between 1901/1906). July 1906 the Cammacks visited her family in Nova Scotia then a year later sister Lizzie headed out west to stay with her sister Lucy who was in 'poor health.'
Sherman Cammack shot wife Lucy 30 Aug.1908 then himself- he died instantly but Lucy didn't die of her injuries until 9th April.1908.
The Gardner sisters had 3 brothers (one died at 15 months and other two probably as infants) so not much immediate family left by early 1900s.

Since you mentioned Lucy Gardner being in poor health, I offer this as a possible explanation as to why she was in Colorado in the first place.

Lucy and Sherman Cammack were married in Denver.  So, who knows, this may be why Lucy was in Denver.

Certainly something to consider. I know Lucy (with father & sister) were in Nova Scotia in 1901 and then next record is her marriage in 1905 in Denver.

1905 Denver city directory has Miss Lucy Gardner, clerk A.T. Lewis & Son Dry Goods Co., resides at 1418 Stout.  She isn't there in 1904.

Thanks to both of you for continuing to find details to fill in the blanks for both Lizzie and her sister Lucy. What has been found has started me thinking of other ways to dig up a bit more and re-checking old notes.

I've now found that their father died 20 Apr.1902 back home in N.S. and confirmed that Lizzie at least went to stay with her uncle Gilbert Gardner until she went to join Lucy in Colorado.

I also found a newspaper report of Lucy's wedding which seems a bit strange and unexpected. More to think about.
