Russian or Ukraine uniform?

This is the uniform my dad's brother wore in a picture. I do not  have any information regarding him, and cannot find even birth certificates. I am thinking if i can figure out what uniform he is wearing perhaps i can get more records. They lived near Irpen Russia for a time. my dad's birth certificate says he was near Kiev so i presume his brother was born near there as well.

It's generically German, possibly Ukrainian auxiliary WWII. Do you know anything more about it?

no i am afraid i have no details. i do know that he is 8 years older than my dad so born in 1916 aprox. He looks to be at least 16 in the picture as a rough estimate.

Cross referencing to your request for translating a birth certificate, I have forwarded it to some Ukrainian contacts, but:

The bc shows a surname of Zeir’ke, born in Hostomel (Gostomel) in the Kievska Oblast (ie not in Kiev city itself). Irpen is not in Russia but is next door to Hostomel.

Thank you so much Ian999!  I have gone on information passed down that it was Irpen, so good to  know what the birth certificate actually says! I am excited to learn of this.
