you can use the GRO site to check the maiden name for Jane. Births for Ethel M and Edwin show Williams and that of Nora E shows Balkey. So the marriage of Jane Hawke Williams & William John M Miller looks to be correct especially as her birth is registered St Columb. Her mother married John Bilky when she was young, hence the maiden name given on Nora's birth reg, although John Bilky would seem not to be Jane's father. I would suggest her middle name of Hawke is a clue to her biological father's surname.
