It's too small & too blurred to get a good look but appears to be c. 1920's.
He has a medal ribbon but I can't make out what it is.
British Army by the way but no way of knowing his Regt.

I can make out the soldier's name as Charles William Cole, and Mselle Vasseur's first name *might* be Marie.

With the date of the marriage not being mentioned that makes it a little harder to determine the year this was taken, unfortunately. Perhaps there is some database into which CW Cole's name could be put to see what comes out the other side?
