Birth certificate missing detail

Is anyone able to decipher what's in the middle here? This is a birth cert for Ann Houghton who sadly passed very shortly after she was born along with her twin brother William. I've asked for a re-scan, but I thought maybe better trained eyes could discern it.

Looks to me like ... 8 o'clock "Bells"
But if it really is the time of birth, I believe it should say am or pm.

8 o'clock "P.M."  I imagine the "" are there because PM is an abbreviation.

The time would be entered on each twin's record to establish which one was born first in case of inheritance disputes etc.  Obviously not an issue in this case as neither twin survived.

I would agree with Geoff-E it looks like 29 Inkerman Grove.

Thanks all.

I must admit I can barely see the "o'clock" myself :D but it makes sense as that's what should be there. And the "P.M." also makes sense.

I don't have the twin's certificate - I was just wanting to be 100% sure on parentage after discovering them in the GRO index.

If I get a re-scan I'll post again and let everyone know.
