Electoral Registers

Hello Folks

 I am looking for Electoral Registers from 1912  for a hamlet in Cornwall named Couch’s Mill (preferably for free) I think it might come under Liskeard RDC, does anyone know if there are any online indexes, am I right in thinking that local Libraries hold these registers.

Couchs Mill is a small hamlet in the civil parish of Boconnoc and is nearer to Lostwithiel than Liskeard
Ancestry.co.uk have some records and others can be found in the National Archives which is on line and also the Cornwall Record Office may be of help they have an online index to their records as in most cases unless someone knows otherwise you have to pay >:(.... If you can let roots chat know what or who  it is your looking for you may strike lucky.

Thanks for your reply, my neighbour is doing some house history and would like to know who lived in their house in the past, they have the names of 2 residents before them, but would like to go back further, hence trying to find electoral rolls, although Lostwithiel is closer than Liskeard, we were under Liskeard RDC then, our part of Couch's Mill is not part of the Boconoc Estate, that may come under Lostwithiel, just to complicate things.
I did say to my neighbour about trying the County Records Office, as they may be able to help, I will try the National Archives, I can't see anything on Ancestry.
